Formed ca. 1922 as the Vaughan Township Hydro-Electric System, the Vaughan Township Hydro-Electric Power Commission was charged with locally administering the provision of hydro-electricity to Vaughan Township. In 1971, with the inception of regional government, the functions of the Vaughan Township Hydro-Electric Power Commission and the Woodbridge Hydro-Electric Power Commission were amalgamated to form the Town of Vaughan Hydro-Electric Commission. Function assumed by City of Vaughan Hydro-Electric Power Commission in 1991. Betweeen 1998 and 2000, Aurora Hydro Connections Ltd., Barrie Hydro Distribution Inc., Hydro Vaughan Distribution Inc., Markham Hydro Distribution Inc. and Richmond Hill Hydro Inc. gradually incorporated under the Ontario Business Act as required under the Energy Competition Act. In 2001, Hydro Vaughan Distribution Inc. and Markham Hydro Distribution Inc. jointly purchased the electricity distribution assets of Richmond Hill Hydro Inc. In 2004, Hydro Vaughan Distribution Inc., Markham Hydro Distribution Inc. and Richmond Hill Hydro Inc. merged to create the third largest municipally-owned electricity distribution company in Ontario. This new entity was named PowerStream Inc. and served more than 192,000 customers in three municipalities. In 2005, PowerStream Inc. purchased the electricity distribution assets of Aurora Hydro Connections Ltd and, in 2009, PowerStream Inc and Barrie Hydro Distribution Inc. merged.

Scope and content

Fonds consists of textual records and other material. Bills of material, site plans, architectural and technical drawings, tender documents, work orders, and financial statements relating to the Ontario Hydro Commission's Woodbridge Distribution Station, as well as the Concord, Bathurst St., and Elder's Mills stations constitute the bulk of the fonds as it relates to the Vaughan Township Hydro-Electric Power Commission. The majority of the fonds, however, consists of one series of the Town/City of Vaughan Hydro-Electric Commission: agendas and minutes, and accompanying site plans and other like supporting documentation of the Commission, 1971-1991. The in-camera minutes of the Town/City of Vaughan Hydro-Electric Commission remain in the custody of the City Clerk at the request of the latter acting in the capacity of Secretary to the City of Vaughan Hydro-Electric Commission.
